Preparation
of Kerala State Development Report
CMD
has been entrusted with the task of preparing the Kerala State
Development Report along with the Centre for Development Studies,
Thiruvananthapuram and Indian Institute of Management, Kozhikode.
The report is envisaged to include a vision for the State
including the targets for key sectors; a blue print for governance
and fiscal reforms followed by an overview containing policy
prescriptions which would lead to sustainable development
and increase in the social and economic quality of life of
the people of the State. It is expected that the report would
be able to serve as a policy advocacy document. Aspects to
be covered by CMD include:
- State
Finances
- Investment
Activity including credit flow, GoI Investment, Foreign
Investment, etc.
- Structure
of State Finances and suggestions for reforms with focus
on revenue expenditure showing the trends and pattern, growth,changes
in composition, loans and other forms of debt, etc.
- Suggestions
for tax reform, non tax reform, debt management and balanc
e financial management giving importance to prudence, responsibility,
equity and above all sustaining the gains of the past
- Outline
of a Medium Term Fiscal Framework
- Transport
Sector
- Governance
Issues including Result Based management, Service Delivery,
E-governanace, Citizen Friendliness, Accountability and
Control of Malfeasance, Reforms in Laws, Procedures, Institution,
etc.
