Rapid Evaluation of Sector Reforms Programme in Mangalore, Vellore and Kasaragod Districts

The Ministry of Rural Development, Government of India, decided to carry out Rapid Evaluation of the Sector Reforms Project under the Accelerated Rural Water Supply Programme in 20 Districts in 20 different States of the country. The main objective of this study was to rapidly evaluate the progress of implementation of Rural Water Supply projects under the Sector Reforms Project guidelines in each of the selected Districts. It also aimed to assess the extent of community participation and involvement in the project, effectiveness of the activities taken up under IEC/HRD, measures to ensure the quality of water being provided under the project and the utilization of funds allotted for the project.

The study proposed to cover one project sanctioned during 1999-2000 in each State. The Centre was entrusted with the task of carrying out the Rapid Evaluation in the Districts of Dakshina Kannada (Karnataka), Vellore (Tamil Nadu) and Kasaragod (Kerala). The study was completed and report submitted in a short time of less than three weeks.
