Impact
Assessment Studies of the Various Schemes of the Ministry
of Rural Development, Govt. of India in ten Districts [(Alappuzha,
Ernakulam, Kottayam, Malappuram (Kerala) and Salem, Erode,
Villupuram, Madurai, Tiruchirappalli and Tirunelveli (Tamil
Nadu)]
The
Ministry of Rural Development, Government of India, had taken
up Impact Assessment Studies of various programmes implemented
by the Ministry in selected districts in the country. The
major objective of these studies was to assess the overall
impact of the different programmes on Poverty Alleviation,
Employment Generation and Overall Rural Development at the
village level. The study also looked into:
the guidelines on various programmes being followed with reference
to selection of beneficiaries, utilisation of funds allocated
and transparency and involvement of people in programme implementation;
the survival
of assets created in particular, whether all the assets created
under the scheme survived are in use and cost effective;
the impact
of the programme on productivity and poverty alleviation and,
in particular, whether the programmes have contributed in
increasing, improving production, employment and living conditions
of people below the poverty line; and
the role
and functioning of the Panchayati Raj Institutions in the
implementation of the programme.
CMD has
completed these Impact Assessment Studies in the ten districts
mentioned above (four in Kerala and six in Tamil Nadu).
