Impact Assessment of Panchayati Raj Institutions in Kerala
Kerala
has been in the forefront in implementation of decentralised
planning through Panchayati Raj Institutions. The Department
of Panchayati Raj in the Ministry of Rural Development, GoI
entrusted CMD with the task of Assessing the overall Impact
of the functioning of the Panchayati Raj Institutions in Kerala.
The major objective of the study undertaken is to study the
functioning of PRIs to assess and evaluate the following aspects,
to reach meaningful conclusions regarding the functioning of
the PRIs: The
mechanism involved in the District level planning process
and the evaluation of implementation of various programmes
by the PRIs.
The grievance resolution mechanism provided under the Panchayati
Raj Act and its effectiveness in resolving the grievances.
The economic impact of the activities of the PRIs with specific
reference to production and productivity, employment generation,
poverty reduction and its role in reducing the regional disparities
in infrastructure development.
Operational efficiency of the PRIs and its executive systems
with special emphasis on the implementation of the scheme
coming under its purview, the ease, access and transparency
the PRIs offer to the public and the speed with which the
schemes are implemented compared to the earlier system of
governance.
The awareness generation among the people regarding the schemes,
the role of the community in these schemes and the level of
People’s participation.
The obviously better and higher level of understanding, knowledge,
and implementation skills PRIs offer to the lower levels of
bureaucracy and the sense of belongingness and importance,
which probably had developed among the PRI executives/employees
and the public.
Criteria for the selection of development projects by the
PRIs, project formulation techniques and the involvement of
professionals in these projects to the desired levels.
Social audit on the performance of the PRIs and their achievement
levels, by the Grama Sabhas.
The dynamics, criteria and transparency of the funds utilisation
and the benefits accrued to the masses in financial terms
and, the mechanism and effectiveness of the performance /
financial audit.
