Concurrent
Monitoring of RSVY Projects in Palakkad and Wayanad Districts
of Kerala
Rashtriya
Sam Vikas Yojana (RSVY) is an initiative of the Planning Commission,
aimed at tackling the problems in relatively backward Districts
of the country. RSVY is to be implemented in 100 backward
Districts during the Tenth Five Year Plan period. Under the
scheme, Palakkad and Wayanad Districts of Kerala will be given
assistance to the tune of Rs. 45 crores each in three years
to address issues like low agricultural productivity, unemployment
and critical gaps in physical and social infrastructure. Different
projects under the sectors of Agriculture, Water Resources,
Social services and Human Resources Development have been
identified to be assisted under the scheme in these Districts.
The projects are being implemented through the existing arrangements
for implementation of similar schemes by the local bodies
and line departments. CMD is the independent agency selected
for the Concurrent Monitoring of implementation of all the
projects under RSVY in Palakkad and Wayanad Districts.
The tasks being carried out by the monitoring team of CMD
include:
- Collecting/collating
baseline information of all the projects
- Assisting
and advising implementing agencies in preparation of action
plans and setting milestones.
- Physical
& Financial details in pre-designed Monitoring Formats
on a monthly basis.
- Field
visits to assess physical achievements of all the projects
(all projects to be covered once in three months).
- Field
visits to collect feed back from beneficiaries on a sample/community
basis.
- Ascertaining
issues in implementation of the different projects.
- Co-ordination
& Liaison for assessing quality of civil works.
- Review
of status of projects against milestones and produce quarterly
reports on the implementation of the Scheme (qualitative
and quantitative).
- Presentations
in different review meetings
