Evaluation of the Innovative Stream for Rural Housing and
Habitat Development (ISRHHD) and Samagra Awaaz Yojana (SAY)
Innovative
Stream for Rural Housing and Habitat Development (ISRHHD)
is a rural housing scheme by the MoRD, launched on April 1999
with the objective of promoting and propagating the cost effective
and environmental friendly construction technologies, materials,
designs, etc., for suitable rural human settlements with agro
climatic variations and natural disaster proneness. The objectives
of ISRHHD are to promote/ propagate innovative and proven
housing technologies, designs and materials in the rural areas.
Further, the scheme aims to support initiatives that lend
themselves to superior habitat development. Samagra Awaas
Yojana (SAY), also by the MoRD is a comprehensive housing
scheme launched with a view to ensuring integrated provision
of shelter, sanitation and drinking water.
The underlying philosophy of SAY is to provide convergence
to the existing rural housing sanitation and water supply
schemes with special emphasis on technology transfer, human
resource development and habitat improvement with peoples’
participation. The Ministry had undertaken a study of ISRHHD
and SAY projects to rapidly evaluate the progress of implementation
of the projects in different Districts of the country. CMD
was entrusted with the study in 13 Districts of Tamil Nadu
(Cuddalore, Dindigul, Erode, Kancheepuram, Kanyakumari, Karur,
Madurai, Perambalur, Pudukkottai, Thanjavur, Thiruchirappalli,
Tirunelveli and Thoothukudi). A total of 13 ISRHHD projects
and 2 SAY projects were evaluated and the report has been
submitted to the MoRD.
