| Concurrent
Evaluation of Sampoorna Grameen Rozgar Yojana (SGRY)
The Ministry of Rural Development (MoRD), Government of India
commissioned a Concurrent Evaluation of Sampoorna Grameen
Rozgar Yojana (SGRY) in all districts of the country where
the scheme is implemented. CMD was chosen as the Nodal Agency
to coordinate the study and prepare the National Report. Data
collection for the study was entrusted to select Field Agencies,
some of whom will also be responsible for preparing State
Reports. CMD was entrusted with the task of preparing the
State Reports for Tamil Nadu and Pondicherry also.
The study
aims to examine whether the process of implementation of the
scheme follows the guidelines issued and to understand the
operational difficulties at the field level. The specific
objectives include:
To examine
whether guidelines of the Scheme are being followed in general
with special reference to selection of beneficiaries, kinds
of works taken up, the extent of food security, utilisation
of funds, element of transparency and involvement of contractors
and machinery in the implementation of the programme.
To ascertain the quality of assets created under the scheme,
their utility, cost effectiveness, and sustainability.
To assess
the contribution of the scheme in improving the employment
and living conditions of the people below the poverty line.
The extent to which PRIs are empowered at all the three tiers
(Zilla Parishad, Intermediate Panchayat and Gram Panchayat).
To understand
the process of implementation so as to bring in necessary
changes in the policy and strategies being adopted.
The study
was completed and the national report submitted to MoRD.
